Job Overview and Main Responsibilities

Liaison with Air Navigation Service Providers (ANSPs), regulatory authorities and airport operators in the Asia Pacific regions. The position is to improve the safety and operational reliability of United Flight Operations, supports multiple internal United Airlines divisions including, but not limited to, Network Operations Control (NOC) and Flight Operations. Represent United Airlines, and when appropriate, other US air carrier interests through participation in regional technical working groups.

 

The position reports to the Manager - International Air Traffic Systems China and Far East and performs tasks as assigned to include but not limited to:

  • Serve as the United Liaison to all Air Navigation Service Providers, regulatory authorities, and airport operators at the local and national level in China and S.E. Asia
  • Provide around-the-clock operational support to NOC
  • Provide S.E. Asia stations with support on operational issues
  • Evaluate, establish and maintain validity of Ground Handling Agreements with airports in China and S.E. Asia for regular and alternate operations (diversions)
  • Work with United Flight Safety and external authorities, as required, flight safety incidents and investigations
  • Obtain required seasonal and unscheduled operational approval from regulatory authorities in the region, as appropriate
  • Work closely with Mainland Chinese air force and various CAAC divisions to ensure maximum operational flexibilities in Mainland China
  • Support and coordinate with the Manager of FAA and Government Affairs and China Foreign Airlines Surveillance office in regards to China Civil Aviation Regulation compliance
  • Liaise with or support Network Operations Planning, Network Operations Control, Flight Operations, Flight Safety, Technical Operations and Engineering, Airport Operations, Field Services, Airline Scheduling, Government Affairs, FAA, ICAO and other regulatory bodies
  • Other duties as assigned by Air Traffic Systems Leadership

Qualifications Required

  • BS Aviation Management or equivalent experience (4-6 years ATC or Airline Operations) 
  • Federal Regulations, ATC operations
  • 4 years ATC or airline operations
  • Must be fluent in English and Chinese (written and spoken)
  • Must be legally authorized to work in China for any employer without sponsorship
  • Successful completion of interview required to meet job qualifications
  • Reliable, punctual attendance and availability are essential functions of the position

  • Qualifications Preferred

  • MBA or equivalent experience (6-8 years ATC or Airline Operations)
  • ATC Certification, FAA Aircraft Dispatcher Certificate, ATP, A&P
  • ATC Operations and ATC Managerial experience and/or International and Domestic FAR 121 airline operations
  • FAR, ATC, ICAO, Airport CS, Business performance
  • Salary Scale
